[Develop] building a windows build environment

I looked through the boost mailing lists and such and saw some emails 
stating that boost only compiles with certain versions of the MS compiler.

So I figured I'd try uninstalling VS 7.1 and reinstalling it and not 
install the service pack.  Everything works super now and I've updated 
the WinodwsBuildDocs with new urls and some mildly adjusted text here 
and there.

No clue why that worked or whether that's what I did when I built a 
Windows build environment over the summer.
