[Develop] 0.9.9.9-rc1 branched, tagged, and released

I branched trunk to Democracy-Player-1.0 then tagged 
Democracy-Player-0.9.9.9-rc1.

Then I did a Windows, Mac OSX, and source builds and posted them to the 
nightlies page in the sticky section:

    http://pculture.org/nightlies/

Poke me if there are issues.
