[MiroDev] diagnostics dialog idea

I whipped it together and checked it in. It's pretty basic--only has
locations and the total free space. For the locations of things, it
allows you to "open them".
Super handy for finding log files, movies directory, icon-cache, ...
It's pretty loosely structured to make adding additional items easy.
And... it'd allow plugins/platforms/etc to add additional items
trivially, too.
